is there an API to activate RGB effects?

I am a vim user, and was thinking how absolutely cool it would be to have different RGB effects on my 80HE for the various modes within vim (insert, visual, normal)-- so I was just wondering, is there any way to programmatically set colors for regions of the keyboard?
