So I currently use a LMB + F21 Snappy Tappy key setup with the priority being on F21. In my case this makes it so every time I swap between screens in eve online I do another LMB click. Currently in order to do this with RMB I have had to create a second F21 key in order to create another Snappy Tappy keybind.

I was wondering if there is a way to have both lmb and rmb bound to one F21 key.

If you’re wanting F21+Lmb and F21+Rmb to be completely separate actions then yes you’ll need to bind another F21 key.
