Make Silent HE switches

I'm genuinely curious about what exactly is meant with "silent HE switches". I just tested the lekker v2's on my 80HE and they're literally inaudible when you press them slowly.

I guess it would require some complicated dampening as to make them completely silent when pressed with 'standard' typing force, if that's possible at all from a physical point of view.

Probably putting some rubber at the end of the key travel would dampen it, but it wouldn't be fully silent.
