the main difference is layout and moddability. 60he is smaller and has more options to be modded which are upsides for many people. Especially fps gamers tend to prefer the 60he form factor because it leaves more space for the mouse. You can also use mod tap or function key to get f row and arrow key functionality on the 60he.

my personal pick between the 2 would be 60he but i went for the 80he instead because i do like the dedicated f row and arrow keys and i am under to time pressure to get a new keyboard

the difference with tachyon enabled is 1ms for the 60he vs 1.4ms 2he (the 1.4ms is for the full board BUT the 2he has a special option to select a region of keys which then makes those keys scan at 1ms)

so both can do 1ms

regarding build quality its a solid full size KB but its not a modular design or such. i personally would say its quite a good build quality for a full size keyboard.
