#Allow for different repeat rate per key (Wootility suggestion)

Hello, the following might be of interest to the SC2 community (potentially to other RTS games as well but that remains to be seen).
Starting with the suggestion, it has to do with allowing you to change your keyboard repeat rate per key and per profile.
The reasoning is that in SC2 (and potentially in some of the upcoming RTS games) they don't check on whether a key is being held down, instead the trigger is the same as the key being typed.

As such, having high repeat rate can be helpful in some situations:
* Zerg production later in the game tends to require a single key to be held down for as this is the fastest way to spend all your available larva.
* Similarly but to a lesser effect on Protoss Warp in. (See rapid fire video below)
Others, not as much:
* You don't want a repeatrate this fast that you cannot press a control group without effectively double tapping it (and thus moving your camera there.
* There is a hotkey setup that allows a key to be used for both selecting an ability and for activating the current selected ability. (They call this rapid fire ref. https://youtu.be/Z0MPVwSbqlw?si=GZ0BxRguGdssENMS ) Again, there are abilities where you would want to use this at a faster speed (eg warp in) and others where a speed too fast would be detrimental (eg. ravager biles, which are small aoe abilities. Using 10 of them on the same spot will result in you wasting most of them. However, at a slower repeat rate, you can more easily have them spread out at harder to avoid patterns).

On top of that, you don't want to be setting you repeat rate (and more importantly, the starting point where your keyboard will be repeating) at a level where you just cannot type normally, so being able to switch around profiles should allow one to go for more aggressive repeat rates while in game.

Caveats: Target demographic is small (maybe pro players, streamers and people watching them).
I don't know how the implementation of it would work without breaking other games.
