Ok, in main window, in tab Gamepad Mapping try to enable "Gamepad mapping override" and check if problem still persists

i don't understand, i tried in rocket league and it doesn't work, i tried in apex and it haven't worked too

Hmm... You may also try to uncheck "Enable keyboard keys" in Gamepad Mapping tab, and see if that helps
Other than that the only other issue I can think of is Steam Input interfering, since your PC is recognizing keyboard as Xbox controller, so everything is fine on the keyboard<->PC part

Steam > Settings > Controller > uncheck "Enable Steam Input for Xbox controllers"
If that won't work, on a game page Manage (cog icon) > Properties > Controller > Disable Steam Input

Then it must be something either with Windows configuration or with some app running in background, I don't really know what else could make it happen
I just tested how Apex would react for Gamepad Mode, on default settings in-game, with enabled keyboard keys and gamepad mapping override and with Steam Input enabled or disabled - in all cases there was no problem with recognizing gamepad as input
It's definitely not a problem with keyboard however, since PC recognizes it as Xbox controller
