That's most likely some app running in background capturing the shortcut, do you have any companion apps for example running?

I have apps that run in the background but none use this key bind

If each key works individually, then I believe it is like @urban abyss has mentioned, and the key combination is reserved by some third-party application running in the background.

I don't have any notes on that keybind combo, but it is still best to try and disable background applications one at a time until you see a change

If this only occurs in-game, it may be the result of overlay software.

I would recommend using this site for testing.
