Since this part is larger than the normal 60% keyboard, it cannot cover the entire keyboard and the protective case for the 60% keyboard will be worn out.

It's not a dust cover. It is just a lucky side effect.
It's there to help protect the switches and keycaps during shipping of the keyboard.
