i am a bit confused but are you asking if there is a way to Lock the FN layer on/off ?
or rebind the Capslock to FN

you may want to play around with the "Advance keys" option in wootility
possibly "Dynamic Keystroke (DKS)"

has example of Dynamic keystroke function that has Caps lock + FN
so if you hold down caps lock it will be on FN1

you can attempt this
caps lock 3.6-4.0
Fn 1 - 0.4-3.5

So the activation is different
if the trigger of caps lock was causing the issue (teleport my cursor)

bit confused on the cursor part teleporting mouse as from what i know capslock should not interfare with it but possible restart would help

If not i think untamed can create a profile and make u download it with a profile code and see if that works. I would do it but im not home rn.

what i noticed is it does not work properly unless you put it on active profiles. just copy what i did to the profile you want
