My arrow keys are set up like this, with press for arrow keys and then hold for other things. I have the up arrow key to bring my phone up and it only works like every 1 in 10 press so I have to spam the key in order to bring it up. It works fine on other games and on my browser.

basically checking is gta5 needs to see arrow up for a certain amount of time

might be an issue with your game not registering it, on FiveM and gta both it worked fine with mod tap on my keyboard.
