How would you normally do the tilde key exactly?

As a portuguese user, tilde is used over à or Õ, for instance

The most obvious reason here would be that you're not also holding the FN key while doing this.

Not really the keyboard's fault that your language layout is laid out the way it is. But there IS a workaround.

The tilde is a separate key just like the english keyboard, tilde is placed over A, by holding SHIFT, pressing the tilde key, letting go of shift and then pressing the A for a lowecase type, however, as soon as I let go of shift, the key being held in buffer is no longer the tilde but ` instead, i can type the tilde normally as long as I hold the shift which only allows me to type uppercase tilded keys like à Õ

this isnt a keyboard function but a windows os language function

on any other keyboard this is possible, because as soon as i let go of the shift after pressing tilde, the accemt being held is still the tilde, while in the wooting the accent being held is changed back to ` which types lowercase à ò

i have not changed the windows os language function, ive always used ANSI layout with other keyboards and it works fine with the International layout, this behaviour only hjappens with the wooting plugged in

No, that is the ISO-PT layout, im using ANSI international layout

This is basically what your keyboard is sending out. Your operating system then decides what to make of that based on your keyboard layout chosen, in your case ansi international.

Correct, what I believe is happening is, as soon as I press SHIFT plus tilde, the keyboard does not send anything to the OS (as it should), instead, the keyboard waits for me to input a letter and THEN sends the tilde and the letter both either SHIFTED or both not SHIFTED

Again that's 100% an operating system behaviour. Not the keyboard.
