depends on who you ask. technically its not a macro as you still need to move your finger low enough to activate the second function. since you could just lift it before the bottom out function and only have 1 function happen its hard to generalize
Have other games made any rulings? I know a lot of VAL players use it and VAL has a very agro anti-cheat.
The example I see on the wooting website shows it being used to bring up a range indicator before casting. Has Riot ever indicated that kind of thing was ok?

VAL has different anti-cheat rules than league. I know they don't mind for VAL but some of the stuff technically seems to count as macros under Riot's definitions for LoL.
Imo the wooting function shouldn’t be a problem but maybe you should create a LoL Ticket and ask the supporters to be sure
