FN is a hardware only key.
Make you're on a profile where it is currently bound to a key.

Take a screenshot of your Wootility in the profile you're currently using. Main layer and FN1 layer

Well there's your problem. Your FN1 layer has 1,2,3,4
It should be F1, F2, F3 and so on

Or ... just use FN1 layer and keep having FN1

Holding an FN key changes the board to that layer while held.
If you - on the base layer - put FN1 - then holding it will produce whatever you type that's bound on Layer 1.
Want FN1+1 to be F1?
Put FN1 on the base layer (bottom right by default), then go to Layer 1 and put F1 and so on on the number row. Save. Done

you just make it a tap option to f1 f2
