Here's the checklist:

Toss one stick of RAM in to troubleshoot
Graphics card in, power cables in, HDMI/DP from graphics card to monitor
Does it turn on? (Front panel connector)

Also called the inrush current and some devices can be very problematic for this. As the transformer is just a looped wire around some metal core thus a dead short would technically exist for a very short time while the magnetic field are being made and inturn create a countering voltage . But for some fuses they respond too quickly and will go into this on/off cycle if allowed to auto-reset

the problems with the 7nm etc has mostly to relate to the yield presentage was very low and two cpu's/gpu would end up better in terms of die to chip ratio(the yield). Easier to delay it a gen and use bigger sizes to get the most out of the base material and be as cheap as possible (for the manufacturer)

most of the production costs are the die itself. Working on it is really cheap compared to material.
