I have a small software on my PC called "Moo0 Always on Top" that allows you to do this for a lot of windows software.
Sadly it doesn't work for all software...

my latest windows 10 annoyance has been when trying to update audio drivers if you restart your pc like the driver installer wants you to windows reinstalls their generic drivers and the driver installer detects those and uninstalls them and requests another restart

true. if you want to properly uninstall a driver in windows 10, you often have to go to device manager and tell it to uninstall the device, and check a box to remove any drivers it has.

Yeah package installs tend to include removals, so when you're upgrading something it checks what files don't exist in new version and nukes those then replaces existing files
User configuration is stored separately so it's not a hassle
Windows "package management" is rather clumsy so yeah doing the uninstall then install is the way to go... MSIX should theoretically fix all this and make it cleaner but have you ever installed one?
