I read the layout and I could see it going either way. :\ It'd be a bit silly if it did restrict it considering it's a relatively high end board and from what I read the last generation Crosshair didn't.
I think the issue would be Ryzen 9 provides 24 lanes? So probably 4 lanes short, but maybe not as they are PCIe 4.0
As for the PSU, I plan on overclocking and after spending all of the money for everything else I may as well make sure it's all fed and safe. Plus, my last PSU was an eVGA 1000w and it's still going strong 10 years later.
It's going to be a single graphics card build, and I want to say I read that it has a 16x + 4x mode. The other M.2 is run through the CPU from what I read.

I'm in the U.S. and Micro Center's PSU options are actually extremely limited, even for shipping. Like they literally only have four options for Titanium certified PSUs - two Seasonic Primes, 750w and 850w, one eVGA 1600w and a Corsair 1600w. If I do go with that eVGA I'm going to be buying it directly. Couldn't find a list of the rebadges though.
The 1000w Prime is out everywhere, even web stores I'm unfamiliar with.

All the same, 011 has PSU in a seperate chamber. Single video card, I'd probably look at something 850w, gold, and put the saved money into something else.. heat won't matter, and higher efficiencies won't save enough power over a lifetime for the difference in price.

AMD's USB 3.1 is atrocious, so more than 0 of those ports are basically useless

I corrected it about a year ago with outdated AMD USB 3.0/3.1 drivers
as noted though I've been able to get it working by using a pair of hubs off the 3.0 ports, and also removing the space mouse, that seems wholely incompatible now with the latest workings of windows

Does anyone know a whole lot about PCIe 3.0 vs PCIe 4.0 for M.2? I know 4.0 is about double the speed in benchmarks but I'm finding mixed information about real world tests vs 3.0. 4.0 definitely runs hotter and I'd rather not have a huge heatsink on the M.2 if it's not necessary, but if the performance is there it's totally worth it.

I looked at the 970 Evo+ but it was more expensive for PCI-e 3.0 and I'm not planning on dumping 2TB into a drive all at once.

There have been some cases of people pulling their keycaps sideways rather than upwards and because they are tight around the stem it may cause the stem to snap

Smaller processes are more efficient and dense, so end up lower power/higher speeds, that much is indeed true. The issue is what is being measured, so the numbers themselves are basically marketting stickers. Smaller are better, but can't compare TSMC and Intel numbers directly.

Yeah BIOS'es are notorious for hiding options. I saw a completely stock BIOS on a gaming laptop a colleague had resurrected a while back. It had 14 tabs and a trillion options to fiddle with.
A - LOT - of "touching the metal" options that could fry the board instantly if tampered with. Voltages and such π

I was planning on just looking up lots of builds on YouTube and maybe a forum or two but do you know of any good resources for a first time water cooler-er? The stuff I remember is from when people had huge ghetto-ass boxes hanging from the backs of their computers filled with straight water and anti-growth chemicals. Oh and the vegetable oil build was pretty neat.
the corsair hydro x series is quite nice for people new to it, you pay a small premium but for that you get everything you need to fit etc.
So far I've committed to the G1 Distro Plate since I've got the O11 Dynamic XL, and I was planning on going EK for the CPU and GPU but that's not concrete. I'm checking out the Hydro X right now. I mostly just want to go over it in my head a bunch and learn as much as possible for the actual build.

As for help with a loop - Honestly joining one of the Watercooling brand discords (Like EK) is a great starting point.
The biggest question is - Do you want to only watercool your CPU or also your GPU. And do you already HAVE the GPU? (This is where it gets tricky)
The water blocks for graphics cards are very specific and not all cards have a compatible block (sometimes a competing brand has one but not always).
Then there's the question of aluminium versus copper. Alu is cheaper but you must NEVER - EVER - EVER mix the two materials in your loop or reactions (bad ones) will happen. Alu also generally is limited on the GPU side to the "stock" design from nVidia and AMD, locking you out of MSI, ASUS and such on some of their cards where they move around components.
Then there's case, amount of radiators and your expectations of the loop (low noise, overclocking, RGB) and so on.
It's not a quick decision and the buy in price is high. Maintenance is a lot cheaper comparative though.

I did find out about the very specific nature of the GPU blocks though thanks to eVGA not offering their 2080 Ti Hydro Copper at the moment, but from what you've just told me that's a good thing for what I was looking at. If I get two it'll be in a top and bottom configuration.
More radiators, more cooling. Which either means lower temps, less noise (since your fans don't have to work so hard) or more overclock potential.
But again - Figure out if you want both CPU and GPU, and if you're going to cool your current GPU. Then hop on over to the EK Discord and ask for some help. There's a configurator wizard guide on EK's website that helps you get started.
You don't HAVE to buy EK parts, but they're quality. π
I'm definitely doing both CPU and GPU, and my current GPU isn't really a consideration - it's crap lol. I kind of ended up looking at EK by default due to the distro plate that's designed for the O11 Dynamic XL. I tried their configurator and it was mostly good but didn't even offer the G1 as an option. It's good to hear from another person that they're a good company! I will definitely join their Discord and ask for help over there. Thanks a ton!

As for the cost, an eVGA Hydro Copper 2080 Ti is $1,600 and adding a block to a Founders Edition is about $1,400. In all likelihood I won't get quite as much performance but I should still be able to get a decent overclock from what I've seen.

Essentially your local public key needs to exist in the ssh file of the user you want to log in as on the server

What I generally like to do for keyfiles is just ssh-copy-id on login though I have not used putty for this. After ssh-copy-id you can disable the password and restart the server
maybe u need to enable key auth in ssh config
Just another thing the authorized_keys file on ~/.ssh on the server should not be world'readable, if you give it permission 777 for example it will fail.

ive always used pre setup OS via hosting sites so its not something ive had to setup before
i know how to use keys as i do on all my servers but idk how to enable them from scratch
first you need to generate a key on your local machine, don't know how putty does that.
Then you need to copy the public key to a new line in ~/.ssh/authorized_keys on the server.
After that it should work
of course changing the config and restarting to disable the option to also use a password
but that is not needed for the passwordless login itself
