Hm maybe figured it out. The windows virus scanner was using the 3D accelerator on my 6700K to process, in some way. I was trying to figure out what was using it so had to stop the scan to be sure.

Big amounts of I/O, decompression, the GPU and who knows what else was all adding up to heat on the CPU, keeping it hotter than even my water cooler to reasonably chill, without reading as any more than 30% CPU usage in windows

Gonna just disable my intergrated GPU again. Can't afford the extra heat.

Windows defender also stupid, can't pause only cancel. Have to start all over again if I have any virus suspicions. (Been trying to figure out why ndis.sys is causing bluescreens)
