The good thing about a mouse is by adding together the relativ inputs you are ably to determine the movement without any lose. Depending on how fast the game reads the input you need not only one value but two in order to have the most realistic value that a user has pushed the joystick. There are two things here with hight frame rates. The higher the framerate the better or precise the input feels. This has nothing to to with the rate how many frames you can see on you monitor. Because of this gamers like to play at a higher framerate even if the monitor can display them. But a monitor will lose pictures and cut it off if it gets more pictures that it can hanlde it, because of that and the better claraty gamers like hight refresh monitors.
