The good thing about a mouse is by adding together the relativ inputs you are ably to determine the movement without any lose. For the absolut inputs from a joystick you need the value from the beginning, the value from the end and the time between then in order to caluculate the movement between it.
err, joystick is absolute position. The last value is the correct value
also with DirectInput you can get buffered input, so you get all input since the last poll, with timestamps
but that depends heavily on the hardware device

You can't do anything with just the absolut value! You still need the time how long the value are valid. Depending on how fast the game reads the input you need not only one value but two in order to have the most realistic value that a user has pushed the joystick. But because nearly all console games are slow (like 30 fps) they won't even care I think for that.

One of the things on my to-do list is write a generic HID provider for UCR, so we don't have to use DirectInput. DI sits on top of HID, which is event-based
games tend to want poll-based, so events are not coming in eg when it is rendering, but for a remapping app like UCR, we want to respond to input immediately rather than waiting 10ms for th next DI poll
since frametimes are inconsistent af you can easily get the same picture twice on a monitor, vene though you are putting out picutes at the correct fps

There are two things here with hight frame rates. The higher the framerate the better or precise the input feels. This has nothing to to with the rate how many frames you can see on you monitor. Because of this gamers like to play at a higher framerate even if the monitor can display them. But a monitor will lose pictures and cut it off if it gets more pictures that it can hanlde it, because of that and the better claraty gamers like hight refresh monitors.

HT just doubles the registers and so on, because of that it help to reduce no operation cycles in the CPU. HT don't doubles the internal cores.

If an application are to often switches between the "cores" it can slow down the application. Or if the applications don't have a downtime HT can't help.
