Burning claws will also match the damage type of the combat style selected, so they can swap to stab for Vorkath and TOA

On paper, burning claws are often better because of the lower spec cost and ability to spec on stab or slash. But it’s also important to consider the practical limitations of burning claws—in particular, the fact that you may be leaving some burn damage on the table by either speccing too close to the end of the kill (since it takes 24 seconds for the full burn to proc) or the NPC becoming immune or reducing burn damage during a certain phase of the fight
In places where you can get full or nearly full value out of the burn and you’re basically just speccing off cooldown, burning claws are great
