There's a good deal of light hearted adventure, and then the 2nd half when Enel makes his appearance and objectives are stated, the arc goes pretty serious. Also, Water 7 is widely considered to be one of the best arcs in the series, and Alabasta is my personal favourite. Skypeia is still a great arc though, but I don't think it's good to compare arcs to one another, because each arc has different objectives.||
