To answer your question though, Chapter 419 ||Luffy's DF powers work in the sea as his body is permanently rubber. In Arlong Park he got trapped under a rock, but was still able to have his neck stretched by Sanji so that he could breath. He can't consciously use his DF powers while submerged though, as he grows too weak to even move. Here's a hypothetical example: if Buggy was under water and someone cut him, he'd merely split in two pieces. However, he wouldn't be able to manually separate himself like he usually does.||

Episode 182 ||one of my gripes about one piece so far was electricity affecting Luffy; a rubber man. That didn't made any sense I don't remember exactly what episode was it but in one of those early episodes luffy is affected by electricity. Finally the writers decided to make him immune to electricity in the erunu fight. Would've liked more consistent but I'm stoked to see how this fight plays out||
