For real, they legit made the blueprint. All you had to do was learn from their mistakes. You have more popular heroes/villians, you have an established fanbase who love your cartoons, video games, and comics. So if I had my way you start out a DCEU with Superman, that's a gimme because he is the flagship and the face of DC (and superhero comics in general) so it kinda has to start with him. Next up you do stuff like Batman, Wonder Woman, Flash, GL (I'm fine with either Hal or John Stewart, you could do fun things with both), Martian Manhunter (maybe use him in the same way the JL show did where he is the one who really brought them all together at the start), then just because we're both fans of the original cartoon it would be nice to have Hawkgirl and/or Hawkman involved in someway (would also depend on which origin they would go for with the characters, either as the original reincarnations or as aliens). I personally would prefer pre-New 52 Cyborg where he was with the Teen Titans instead, not that I don't think he couldn't hang with the JL but that he isn't quite to the level of popularity as the rest of them. Also on the fence about when Aquaman would enter, yes he's usually a founding member but I kind of like what the new 52 movies did with his origin where the JL was already formed, they get in trouble dealing with Ocean Master, and he's the one who saves the day.

The only question would be who would be a worthwhile first villain for them to deal with. Obviously you wouldn't start with Darkseid, he is the biggest bad guy for them to face, Brainiac might nice but I think that might be something you push later on, you'd save Doomsday because you want the emotional impact of seeing Superman die, and I don't know if you could justify making the Legion of Doom fodder that early. Ultimately I think the best choice for 1st villain/group to deal with would be General Zod and his acolytes, but I'm on the fence about that cause I feel like the world getting attacked by a small army of Kryptonians would be more impactful for the story if Superman was well and truly established as the Symbol of Hope that he is, make the public's faith in him shake and what not.
