He has offered many captains to be their first mate, but they have all failed his test: A close range blast from his signature weapons, the Roku Launcher.

The Roku Launcher is an underslung, handheld cannon he uses for artillery attacks.
Every captain he defeated, he collected their bounty and used it to upgrade his signature weapon.
He also has the Six Shooter, a revolver, for closer range attacks.
Pat is immensely strong and tough, but has a major weakness in a lack of peripheral vision.
In fact, he cannot tilt his head up or down.
Since many people are shorter than him, this causes him to loom over them while talking. Folks find it intimidating, but really he is trying to see them.

The user can sketch symbols upon their body to temporarily gain different effects. For instance, drawing a flame on their throat to breathe fire or drawing stripes on their ankles to run more quickly. The downsides are that the tattoos lose their effect if smudged or washed off, and the more tattoos you have, the less potent each one is.
So you have to decide between being a versatile weakling or a narrow powerhouse
There's weapon ideas too, the Mongoose Claws. Built from someone who witnessed the Mink's Electro attack, they're a pair of raptor-talon gauntlets with shock pads in the center engineered from a defibrillator.
The tactic is to clamp over an opponent's heart and zap repeatedly until their heart stops.

Wears a black tank top with the kanji for Truth (真実) in white on the back and a ragged old Marine Captain coat tied around his waist holding up his brown trousers. Doesn't wear shoes.
Personality: A generally joyful person, Hanu is usually smiling in some form when nothing of importance os happening. He enjoys helping other people in whatever way he can. When it comes to a fight, Hanu is all business with little room for talking or posturing. He holds a great disdain for Marines, especially Absolute Justice, which he believes to be a corruption of the mission of the Marines.
History: Hanu is a former Marine Captain who abandoned his post after the massacre of an entire island due to being the home to a very dangerous pirate that had been recently captured. Hanu had withstood the slavery and Celestial Dragons for ten years, but this broke the camel's back. Once the island was destroyed, he sailed off on a dinghy and never returned. He eventually washed up on Skull Island in the Grand Line and has lived there ever since.

Rio normally wears an eyepatch. He went blind in his eye while protecting his younger cousin when her parents got killed (from a blow to the face). After he rescued his cousin, he spent his life raising and caring for her like his own. She ended up getting killed. He is now seeking strength so he can protect any future loved ones he may encounter. Rio doesn't do a ton of talking and saves his words for meaningful conversations. He enjoys drinking and is a pass-out drunk.

Physical Description: Bill is slightly taller than average, and lanky, but not absurdly so. He's about six and a half feet tall, and weighs no more than 150lbs. He wears a full suit, and tails, as well as a tall hat, like a top hat, but less fancy. He has a pocket watch, and cane. The cane is simple, with a wooden haft, and simple round marble handle. His hair is about 6 inches long, and quite curly, with an auburn hue. His clothes are a dull purple, and made of crushed velvet, and his hat is a dull red of the same material. His face is thin, and drawn, as though he had gotten very little sleep, and eaten very little. His eyes are large and round, and his lips thin. His high browline accents his round eyes, and only makes their faraway stare more apparent. When he takes his hat off, his curly, fluffy hair retains the shape of his hat after he takes it off, clearly showing the ring where it sat.
Abilities: William (or Bill) is very weak physically, but his mental power more than makes up for it. He relies on the power of his devil fruit if he ever encounters a combative person, and nearly always wins. If he doesn't win, he'll likely escape.
Devil Fruit: Sei Sei no mi: the life life fruit. Bill controls his life energy, of which he has an abundance, thanks to his fruit. When he uses his fruit, he draws his life from himself, and puts it into other things, effectively shortening his lifespan until he recovers. If he does this over and over, he'll shorten his lifespan down to nothing, and die. He can recover his lifespan by resting and eating. He's very weak because his fruit essentially makes him an old man when he uses it too often, which is why his body is so frail. He cannot take away life energy from others, but he can take back his own, reverting the objects back to their original state.
He can imbue life into inorganic matter, making it anything he wishes. He could pick up a rock, and make it a turtle, or make it a rock golem, or make it a swarm of butterflies. How much life he imbues will make the creation different. If he only imbues a small amount, a rock would basically form eyes, legs and a mouth, and look like a Ghibli soot sprite. More life means more complex creations, but more exhaustion for the user. He has to have nonliving matter to create new life. He can also imbue life into other people, overloading their senses to the point where a pinprick seems like a bullet wound, or a snap a sonic boom. To do that, though, would require a massive amount of his life energy, which would make him exhausted and frail, and very unable to fight. He's gotten quite good at making living things of small objects, and imbuing life into anything the size of a shoe and smaller barely affects him. The larger he goes, the worse it is for him, to the point that heavily altering something the size of a boat similar to the Merry would make him pass out. If he imbues a small amount of life, giving something eyes and a mouth, and consciousness, he can go up to a battleship in size.
Everything he creates has its own personality, and may not always fight for him, which is why he generally makes low-intelligence creations, like animals, or insects. He'll occasionally make a more complex creature, but it almost always backfires, and the thing ends up leaving to read a book, or find out what water is.
Backstory: Not much is known about William, other than that he lives on a moving island, which can be found with an eternal pose, but not a logue pose, as it moves too often to attune to local islands. William lives alone on the island, if you don't count his creations. William is very shy, and scared, and really only wants people to be his friend, but is often very creepy looking, and scares people away. In reality, he's very sweet, and caring, but looks so creepy most people go out of their way to avoid him. His personality is much like Eeyore's, and he's quite depressed. He ate his fruit as a small child, and has had to cope with the control of it, and the way it makes others view him. While other kids his age had imaginary friends, William had real ones, that he'd made. He grew up frail, and alone, abandoned even by his parents, who feared his powers. after a time, the entire island left, moving their lives elsewhere, leaving William alone.
Over time, he imbued more and more life energy into the island, making it into a massive beast, which could swim him anywhere he wanted to. He spent much of his life wandering the seas, going from east to west blue, trying to find a friend, but scaring away person after person, island after island. Very recently, William found out that being a Pirate can give you some large portion of fellowship with others, and decided to become one of those. He's too afraid to actually do the things Pirates do, like fighting, and stealing, and beating up Marines, but he'll walk around, calling himself a Pirate, despite having never even broken a law, let alone having a bounty.
One day, William was on an island with a large Marine presence, and found himself telling the wrong person he was a Pirate: a Marine Vice Admiral. The Captain tried to drag him in, but William actually beat him soundly, with the aid of a golem of his creation. The Marine reported this to his superiors, set out a bounty for him, citing him as incredibly dangerous, due to his devil fruit.
