If anything i was surprised that Perona didn't look like a Nami clone cus of the eyes, so I think it's that his style was inspired by other shows like Disney or Vicky The Viking and that's how his art style was just sorta meant to be--
Personally, I really like it, it was a type of style I've always wanted to do at least similarly

the face is just slightly more exagerated form of typical anime style
one thing you can try picture
when you make the guide circle and the cross lines
oda puts the eyes right in the middle line, and the ears positioning a bit lower, and the ears are bigger than usual as well

his proportions for body are actually pretty close to a realistic proportions but again exaggerated
think of the skinny parts made more skinny, the rounded parts made more round
and he draws the hands and feed a tad bigger than usual as well.

if you can see from the way he shades (in color or in some more detailed or heavily shadowed scenes) that he have very good understanding of lights and lighting in general and he uses that very well.

though these days it's more flowy and simple his clothing and material work in general is very good and again err on the more realistic side, he uses it to show form when he can.

Oda comes from sort of a painting background and can do super realistic stuff but he uses the principles to then create a simple and repeatable iconic designs that he can then push the realism in key moments/panels.

there are a lot of timelapses of oda making color pages or the volume covers out there
you can try watching them to understand his color testing processes as well

here's the one for the volume you shared. (keep in mind he still Inks and Color on paper. so the digital work is all drafting, color testing and setting up the page for the most part)

find a brush that has pen pressure sensitivity with opacity! (the harder you press the darker it becomes) it really helps with making those crisp lines

no this looks really good! i see what you mean with the lines, i think you could fix it if you use a differently shaped brush other than a square-like one and use the erase tool to help refine the lines you’ve gone over
