When using the primitive repair kits my primitive tools are destroyed. Is that a bug or is it intentional? These were Tier 1 items.

Did you try repairing the tool when it was under 100 durability?. All items take a 100 point hit to durability when repaired. Repairing anything with 100 or lower will break or if the item hits 0 durability You will lose the item and mods on it for good.
