Open Requirement doesn't work?

How could I add a open_requirement for opening this menu? I tried this: But it doesn't work.

Are you OP/do you have the * permission?
If yes, that means you have all permissions, including the deluxemenus.openrequirement.bypass.* permission which allows you to open any menu
