I doubt it, but make sure you are not editing your file on your dev server. I can't tell you how many times I sat there wondering why changes weren't being applied, just to realize I made said changes on my dev server and not my production/live server.

That too, I can't remember 100%, but I believe even I had issues with my file not saving with the save button on a past host I use. I recommend using WINSCP so you know for sure your files are being managed correctly.
