So, if someone doesn't have server.kit.axe permissions, they can use it for some reason, and that's the problem.

This is wrong. We do not have a COOLDOWN requirement type and the HAS_PERMISSION requirement type should actually be called has permission

For cooldowns, you can either use temporary permissions, or you can use a plugin such as MasterCooldowns.
