So, you want to create an menu where items can be locked, can purchase, and obtained?
In this case yes, you can create such an menu
Of course the menu I want to create is for a color chat, when I open the menu with /chatcolor the default colors will have the lock because they would be blocked, to unlock them I would have to buy them by clicking on the lock, when buying the colors I would like to know if it is possible to choose them without having to buy them again and be able to activate that color or deactivate it by clicking on the color icon
This is absolutely possible. You would need to use view requirements combined with priorities.

It is not 100% what you want but it very similar in the sense that each kit has 3 states:
- locked
- unlocked
- claimed
