I'm trying to figure out how I can have that chat border always appear when I type in chat. It seems to only appear from console/plugin messages or when I type with color codes??

That's the "new" chat signing thing from Mojang. You can not sign server sent messages (such as the ones sent from console.). To sign the ones sent by players, you need to use a chat formatting plugin that supports message signing.
I think you can disable this completely by setting enforce-secure-profile= to false in your server.properties file but I am not 100% sure.
