[SOLVED] Player Items permission need

Hello, does exist any plugin that stop player from using certain items by permission? Want to do ranking system where player will level up his account and each level he will unlock new Crop, for example cactus so player that is playing more than him (100 Hours +) cant just drop it to him to boost him or he can drop it but not just plant it/ use it etc. I hope you understand my idea
