Resourcepack prompt not working

So I have this resourcepack that was added that would use to prompt a resourcepack to people that join the server it now doesn't i have come to the conclusion that something might be interfering as in the servers. file it adds a \ to the line. I assume it is some type of plugin that we have added can i have any input or help on this the onces that i've come to the conclusion that might be interfering is

ItemsAdder

What plugin are you using to apply the resource pack? Or are you using server.properties?

If you’re using server.properties, I’d recommend using a plugin like ForcePack to apply your resource pack.
