The last DeluxeMenus release was indeed 1.14.0 and it only supports 1.20.x. They didn't yet update it to 1.21.x, it also states on the wspigot website 'Tested Minecraft Versions:
1.13, 1.14, 1.15, 1.16, 1.17, 1.18, 1.19, 1.20'

Deluxemenus works fine on 1.21.4, it disabled because you're probably missing PlaceholderAPI which is required to run the plugin
