while you do have Vault, you're missing a permission plugin

#

download LuckPerms or another permissions plugin and it should work

Hmm weired, I just tested it on my 1.21 server and it works fine

Did you try restarting server?

Try Deleting the "vault" folder and restart

not sure what the issue is but at this point it might just be easier to use [console] lp user %player_name% permission set <permission>
