disabling the gamerule worked fine for me, disabled those messages when I type /title
there is another one for command blocks specifically, but you're not using those
commandBlockOutput

this is a very niche case, as I tested it works fine
no idea why your commands are giving feedback if the gamerule is disabled
i think gamerules might be per world, so maybe that's an issue? I'm not really sure
if you set the gamerule from console maybe
