Possible Solution Found:

This error occurs when there is a mismatch in versions between the expansion and luckperms itself,
Make sure you have the very latest LuckPerms and the latest LuckPerms Expansion
Once installed restart your server.

Barry's solution finder is still in BETA and will make mistakes.

Updated to latest LP: 5.4.121 and still not loading expansion. I will try to pull the version that is hosted on spigot but that is a bit back revision (5.4.102)
