Is there a way to make something have a hover message?

Basically what I am trying to do is configure someones plugin and make it so when i run the command and it shows me player names, I wanna have it so I am able to hover hover them and have my own blaceholder like balance for example.

If you have the source code of that plugin and the permission to edit it, then yes of course!
