Does voteparty support receiving cumulative vote rewards while offline?

I don't think you understand what NuVotifier does. It is just a common interface that a lot of voting websites and voting plugins use to talk to each other

it uses the Votifier protocol

and NuVotifier works extremly well. It hasn't been updated because it didn't need an update

VotingPlugin on the other end is just one of those plugins that use the Votifier protocol to read votes from voting websites and then give rewards

Yes. VoteParty has offline vote claiming. Not offline party claiming though

I am not sure now, but it used to need a Votifier interface such as NuVotifier. Maybe they implemented it themselves but that still doesn't make NuVotifier absolete
