either with the /command if u have a registered command to that gui or by using /dm open <menu> %player_name% or /dm execute %player_name% [openguimenu] <menu>

by hover message, you mean an item in a GUI or a chat message? I'm guessing Kristopher went with the first option
in both cases, it is possible, though it depends on whether the plugin that manages the item supports clicking on it or whether the plugin that manages the chat messages supports chat components (and therefore supports clicking on messages)

I want to setup a clicking on a ftop hover message using the plugin FactionsKore, and I want it to open a GUI that shows the value in spawners. I've the got the GUI just need to link it to to the ftop hover message when clicked

wish I could help but FactionsKore has no documentation online and is paid, so I have no way to know what it's able to do precisely
you'll have to ask its devs if there's a way to run a command when clicking on ftop msgs
