So essentially I need a player upon left_click_command to run it as an operator, but the only features i saw were as console and as player, with player they had no permission it it, but as console it didnt recognize any papi placeholder ie give %player_name% item

Player placeholder not working? If you are using a plugin which supports PlaceholderAPI, and the %player% placeholder doesn't work, then change it to %player_name% and download the player expansion.
Commands:
/papi ecloud download player
/papi reload

had downloaded the ecloud, as well as %player%

neither %player% or the edownloaded $player_name% did
