Still for ForcePack, your server needs to run on Java 11+, so that might be a reason it doesn't work

imma put a mcpacks link and hash, and forcepack reload doesn't work

Go to your server.properties file and make sure the resource pack link is empty

it doesn't use the values from server.properties, it uses its config.yml, so make sure the "resource-pack-sha1" and "resource-pack" values are empty

After that restart the server and see if it works
