Mobs not spawning

I have all of these plugins. The Regions allow mob spawning and Bosses with Boss Plugin Spawn but the mobs do not spawn with /summon command or eggs.
Gamerule for mob spawning is also true. Can someone point out which plugin is causing this issue?
Mob-Blocker does not have any mobs blocked.

we have only 2 skirpts

one for water damage and another for quest

worldguard is off rn but still it isnt spawnin

i updated the version to 1.20 to test but nothing is working

and now i cant degrade due to world corruption

even paper doesn't have a version of 1.20 yet

Idk, i just make bosses and spawn them

and it is all ingame so idk why it would affect the mobs spawning

when i updated from 1.19.3 to 1.19.4 my server would insta crash

a lot of the plugins are premium and everything is connected

removing one could result in terrible bugs

As all I can suggest right now is that you save a copy of all of the plugin folder and then add plugins one by one until it stops spawning mobs

Remove half of your non-essential (ie not things like PAPI or LuckPerm) plugins and see if the problem is fixed.
If it still persists, the cause is in the half still installed.
Continue to halve the remaining plugins until you've narrowed it down to a single plugin.
