How do i make this hover message?

its a join message and dm doesnt provide that

if its not allowed, then you can't use it

you can maybe try using the plugin called

MiniMessageEverywhere

which allows you to use [MM] before normal messages

and it will convert them (using packets i guess)

with MiniMessage format which should

allow you to make hover and clickable stuff
