Depends on your server version and what you want. LPC is a very simple chat plugin that will work on 1.7 up to the latest version but it has no hover features and also no anti swear built in. Carbon chat only works on PaperMC 1.17+ and it has a lot more features (not sure if it includes anti swear). What I've used for antiswear in the past was ChatControl. It has a bunch of features which sometimes became very annoying but it had regex support for catching unwanted stuff like swears and ads.

But even then I used the one from here https://github.com/kangarko/ChatControl-Free/releases/tag/5.9.5. It has a few updates over the spigot one. Anyways, from what I see the author has moved the plugin to their own platform which requires you to make an account and in my own experience that author was pretty "shady" to say the least. I wouldn't use it anymore anyways.
I did have another plugin that I was looking into at some point but I need to remember the name
I didn't get to use this on a public server before so I don't know how effective it is but on my test server it seemed to do the job

Call me bland and boring, but I literally just use EssentialsChat for my chat plugin and haven't really changed it/used a different one. I just like it because it's reliable and also is the only one that I have seen that actually allows group formats xD
The rest of them come with too many interferences in my opinion.
Anti-swear is obviously big problem, but that really shouldn't be a problem if you have staff members that are free to be online/get online.
I do use LiteBans for /mutechat and /clearchat tho ;)
It's either EssentialsChat or make your own one to me

Use TownyChat for Towny btw, every other chat plugin claims it supports Towny but in reality, TownyChat is the best you are ever going to get for Towny.
I mean cmon, its made by the literal same people that develop Towny itself
