Well I'd need to know what /papi parse me %betterteams_tag% returns when you're not in a team. There's probably 2 options so I'll give you both:
%changeoutput_equals_input:{betterteams_tag}_matcher:_ifmatch:_else:{betterteams_tag} %
%changeoutput_equals_input:{betterteams_tag}_matcher:{betterteams_tag}_ifmatch:_else:{betterteams_tag} %
