Mind executing /papi dump and sending the generated link here?

If your server is 1.12.2 or lower, the material will be WORKBENCH. Only on 1.13+ the name was changed to CRAFTING_TABLE. If that was the issue, there's no need for the dump anymore.

Yup. This is your issue then. Server is 1.12.2
