Also, its understandable to not trust anyone you don't know well so you're doing it all yourself, but if that's affecting both you and your server it might be worth looking for someone (or a group of people) to help you

Similar thing for me except I always have like a missing core piece of a server which is a spawn right, for some reason I just can’t, literally cannot make a spawn, it’s not that i don’t have the skills to build one, it’s just that i can’t figure how to make one that’s original and fits my “no-theme” theme if that makes sense, it’s the first impression of the server and i don’t wanna mess it up

For me first impression when finding a server was the people, whether that be the staff team or just normal players. Spawn didn't have to be something crazy, though I did look for organization in such, instead of just a place where you can wander for an hour and have no idea on where you're going.
Everybody is different. Perhaps even go per season in terms of your spawn if the server has no set theme.

Also try not to overload your players at spawn. Like most servers I've seen have loads of holograms of info at spawn or you get a book to read or whatever, personally I hate that. I wanna learn what to do if its not already obvious by being shown it through some sort of tutorial, not reading crappy neon signs in spawn that look like they've been made by a crackhead on shrooms

Personally I used DeluxeMenus for a help menu, with categories briefly explaining each core feature. So the user can always go back to it without having to run through the tutorial a million times over.

You can have as much fps as your computer can produce, you can only see however many times your monitor refreshes per second, its "refresh rate", measured in Hz, thats how many FPS you can actually see

Monitors come in different refresh rates. 60Hz / 75Hz / 120Hz / 144Hz / 180Hz / 200Hz / 240Hz are the more common ones.
Hz and FPS both mean how fast your screen updates, however, Hz is monitor related, and fps is application related, if your monitor is 60hz, it will update the image 60 times every second, that's the fastest rate at which your monitor can update the image. So, since FPS is similar to refresh rate, if you get 60 FPS, it means your game sends 60 images every 1 second. If your monitor is 60Hz and your game is sending 120Fps, your monitor will not be able to display those extra 60fps because it literally can't, it's physically impossible for your monitor to display more fps than it was built to. Sure, you will see that it says 120Fps, but it will only be displaying 60 because that's what your monitor is capable of.
If you want your game to be way smoother, you need to get a better monitor and better hardware. In my case, my monitor is 144Hz, meaning that i can see up to 144Fps, anything past that, my monitor will not be able to display it. EVEN if i might get 600-700 fps, any FPS past 144 will be pointless because my monitor will not be able to display it.
Now, i understand what you mean, sometimes when i'm in certain maps or certain areas, my game looks not so smooth even if it's still at 144fps, this has to do with game optimization and how many elements the screen is showing, There's a lot of options to solve this, such as using optifine, enabling vsync, reducing your game detail, reducing render distance. This issue however cannot be fixed completely because it happens in every game.
Just because high fps might look smoother, it doesn't mean it's displaying that amount of fps. If your game says 1000 fps and your monitor is 60Hz, you are only seeing 60fps

So basically your game/gpu is sending a frame which essentially is an image. It sends a lot of frames every second. This is your FPS (Frames per second)
Now you have your monitor which shows the images. Your monitor can only show so many images every second.
So even if you have a lot of images being send (a high fps), that does not mean your monitor will be able to show them. Hence why having more images being send (FPS) doesn't make a game look smoother because your monitor cannot show more.

If you want a higher FPS you need to improve your hardware of the computer, e.g. a better GPU. You can also reduce the graphics of a game which increases your FPS as well.

Dedicated server is a better idea when it comes to servers but don’t go completely overkill. If you’re running one server that’s normal spigot you could easily go for like 8 unless your server is chonky

that's way better than a plugin, since one, a plugin will fail if the server fails
two, a plugin needs to push data, which means that if somebody gets access to your server files, they also have your backup files, etc. While this can be mitigated with proper permissions set up on the target server, it's rarely done

Monitors do not effect the FPS a lot. What I mean by that is the fact that depending on the resolution could slightly effect your FPS but not much. They effect how smoothly you can see a game, not how smoothly it actually runs
Monitors are not hardware directly inside the computer. It’s something you plug in via hdmi or something
Actual hardware that’s plugged into computer via motherboard will effect it
At your current stage, the only thing that could make your pc better would be if you just used ssds and not used hard drives

My starter project was a GTA server in minecraft. Had a custom resourcepack that actually brought a lot of value to the gamemode (playing without it was ugly vs nice 3d textures and realistic sounds). The download was both set on the server and an alternative link was given to people that didn't enable it from the server.
From speaking with players (i didn't know about statistics back then) i learned that most of them were actually either not using the resourcepack or have downloaded it afterwards
Some people simply have issues with the simplest of things, and losing 10-20% of players for a couple of emojis isn't the best idea
that's the thing, you can't add stuff without making it absolutely seamless to the player. That's why plugins like Custom blocks popped up so much, they're all server side
