I think what causes it is that they dont give you all the ram at once, rather they only give it if your server "needs" it. So essentially you'll almost never have a solid 20 TPS because instead of just giving you the ram you paid for, they give you small portions of it and by the time they ever give you all 12GB allocated its far too late

I have a bungeecord server with 4 servers and the proxy. Whenever I'm in the server lists and I refresh the icon mostly is the default minecraft one but some times it is my actual icon. First I thought its because I needed it on the servers I need to connect to not just the proxy. That didn't fix it so I added it to all servers but I still mostly get the default icon and some times the correct one

BungeeCord has nothing to do with MC, it just allows you to proxy connections between servers. It’s a stand-alone JAR, so, you put the JAR as bungee for just the proxy
