You have to regenerate the world.

if all your chunks are already generated then it will not generate new structures

if you delete them then you'll probably delete what has been generated and created already
so for example lets say you have a 50,000x50,000 map but no one ever went above 20,000. Then if you go to those chunks so after 20,000 those are new chunks because no one has been there yet

If you're on the latest build, generating chunks is about as fast as loading them now. I used to tell people to pregen, but with the improvements that Paper has made lately, I haven't really seen a need to pregen.
