It's a file that stores/caches the timestamp of the last program/utility used to modify the world files. Deleting it should be harmless, but, if you're concerned, you can always just stop the server, move the file to another directory, and restart

I used OVH, and just setup Pterodactyl till my custom panel is done and is why I told you about the partitions.
As OVH sets the limit on your drives, unless you change it yourself.
to the drive that pterodactyl would use, and would leave a lot of your storage on your home directory.

But your VPS, or Dedi still has multiple directories for where it stores it's data.

Well that's where your dedi or vps puts everything for the stuff you install, from where pterodactyl usually installs it would be on one of the SDA's, I just had to move it to my home directory to forgetting about the partition
Your best support would likely to contact the pterodactyl support about installing.

@drifting thistle exactly what it says, go into the FastAsyncWorldEdit folder and create a folder named textures. Go to %appdata%, .minecraft, versions, get the jar that matches your Servers jar ex: 1.14 and put it in the textures folder.
